This is the third biennial report in the administration of Mayor Rudolph W. Giuliani. It follows Eight Seasons 1994-1995, and Eight Seasons 1996-1997. The last previous reports were published under the administration of Mayor Edward I. Koch. They cover 1983-1984, 1985, 1986, 1987, and 1988.
